Code - Are you suggesting there are two separate issues?
No just that a loose neutral may not have a path back the main panel.
So it will look for another path.
The ground in the stove is bonded to the neutral in the panel.
A neutral may be regounded in this house. It may be where some one replaced a two wire receptacle with a grounded receptacle. To make it look good to the home inspector or just because they thought it was a good idea they put a jumper from the ground to the neutral. It looks good to a three light tester.
It makes circular path for the electrons trying to get home to where they came from.
Electrons will take all paths available not just the easiest one.
It may be the case where it works when a specific appliance is on and running like a fan or night light even.
Remember each side is not one phase.
1,3,5,7 rows etc. are one phase
the even breakers are the other.
