Today i walked into my garage concrete floor & stepped on a cord i had left plugged into an outlet & got a shock, when I stepped on cord i did not touch anything else, 1 foot on cord other on concrete, floor, floor or my feet we're not wet, why did i get a shock.

There is always moisture in an on-grade concrete slab.

The cord may have grounded the static shock already in your body?

Is the cord on a GFCI?

Were you barefoot?

Even so, the cord's insulation should have prevented any shock. Unless there was a bad spot on the cord...

Yes concrete is a very poor conductor.

Static will follow the moister on the out side of the cord back to the metal box.

A static shock may feel like a real one in some cases.

Current will follow all paths with most of it going on the easiest.
