How does a "plastic" bumper get rust spots?

Swap out the license plate (Not a State Reg plate in PA) for another and noticed it.



The rust isn't from the plate itself.



The right side of the plate in the picture is the top.

Rusty bolts. Running down behind the plate and pooling near the bottom.

Use stainless steel or plastic bolts/screws for license plates.
