Listening to the Finance News, the House is to vote on a budget today. Dems are griping that the Rep budget is cutting out 15 BILLION DOLLARS that was in programs to make deadbeats pay child support. I wonder if the amount NOT being paid for child support comes to that. Perhaps some state troopers being paid to sit and chase cars could be reassigned to visit deadbeat dads once a month could be done for FREE.

you can't MAKE anyone pay child support. i vote to cut it from the budget as well.

warrants are issued in court for the deadbeat dad, if the wife complains in court. officers, on slow days, serve these warrants all the time. they even set up sting operations to lure them to places, and then book them all for non-payment. it still does not make them pay. they go to court, court says you will pay, they don't, arrested again and on and on. garnishing wages works, but then some will quit their jobs.. it's ridiculous to spend billions on trying to MAKE them pay. you can't. big waste of money.

I find it hard to believe that figure is accurate.......I wonder what programs they are referring to? The Feds can keep income tax refunds, and revolke/deny passports, but that can't be a 15 billion dollar program.....can it????? Most every other program I'm aware of is at the state level.

That will land you in jail in New York State, generally speaking 90 days of which you must serve 60(thats the same regardless of offense in this state).
The Feds actually created a lot of the deadbeat mess, with the inactment of the mandatory UGL's that dictate the amount of support the non-custodial parent will pay. Classic case of the Federal government ramming a mandate down the throat of the states. Previously, a Judge(or Hearing Examiner) would evaluate the resources and needs of all parties involved and determine an amount to be paid. The UGL's ended that. Non-custodial parent, with one child, pays 17% of gross, period. 2 children, 23% and so on. If the non-custodial parent of a single child earns 15K a year gross, has no medical or dental, and the custodial parent earns 50K, with a complete benefit package,the ncp will still be required to pay pay $2550, or roughly $50 a week from a $200 take home check.
Whether that is fair or not is a matter of viewpoint and conjecture.

Technically, it's not a "garnishment", it's an "attachment". With a garnishment, the max that can be deducted from wages is, I believe, 10%, not sure if it's on net or gross wages. An attachment can take up to 50% of NET!

folks in jail are not paying child support. folks with wage garnishiments/attachments, whatever you want to call them, quit their jobs, so they still don't pay.

Also, theres been more than one case where a small employer, will only a couple employees perhaps, will get a directive to withold a certain amount per week and foward it to the state. All of a sudden, said employee is out of a job!
Also know of deadbeats who cannot get any kind of license in NYS. Drivers, electrician, even fishing! It is worth noting that in these cases, a lot of folks made NO effort to pay ANYTHING.
The worst of everything, NOBODY makes out. Sad......

very true, some employers don't want to be involved in messes, so they can the employee.

deadbeats can say anything they want to justify not taking care of their kids. i say, one can always try as hard as they can, get with support groups that will help you so you can show the court there is no way you can make the dollar amt in payments that they want, but you can afford such and such...there is always a way, if one tries hard enough. ZUKEV is proof.

the point is, he tried and tried and tried, never gave up and he succeeded. deadbeat dads can succeed to, with the courts, if they try hard enough, so that it works for all. most don't.
