Is this a flat roof or pitched? If a pitched roof then it's advised to install ridge /soffit venting to obtain adequate ventillation. Unfortuanatly a powered roof vent can cause depressurization of your attic thus pulling the cooled air from below

The child safety aspect is a joke to me. About the ONLY value I can see with this thing is the ability to keep a plug from pulling out. And even that is debatable if it's a good thing...
