No, he is talking about insurance coverage. Mental health has not been covered for a few decades now. If you remembered anything, the boy's mother had been trying to deal with him or get help for quite a while. He should have been commited somewhere

I would love to put that on my PT deck. I did the bad mistake of solid color latex stain which for the past few years peeled up everywhere. I have pressure washed it but not all comes off. Next year do more so maybe in 10 years I'll have it all off.
